I've found the following solution. It involves some registry editing, but it worked for me and reportedly for several other people:

1. Windows + R, nhập regedit.
2. Regedit windows open, bạn mở theo đường dẫn sau: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\OSUpgrade
3. Click chuột phải vào bên phải window và chọn New -> DWORD (32-bit) value
4. Đặt tên value là "AllowOSUpgrade" without the " quotations and make sure it is exactly the same as it is case sensitive.
5. Double click vào AllowOSUpgrade vừa tạo và thay đổi giá trị thành 1 với hexidecimal base.
6. Close regedit và chạy lại Windows Update. Windows 10 should pop up and you can then download it.
